Projects that we have completed in West Africa include:

Design, Implementation of MIS and Financial Control Systems

• Design and implementation of management information and financial control systems, cost accounting systems and container tracking systems at the Ghana Ports and Harbours Authority.
• World Bank-funded technical assistance programme to the Ministry of Health and Sanitation to design and implement comprehensive financial management systems for a major donor-financed rehabilitation of the Health sector.  The project included development of management information systems, procurement and stores procedures; and audit and accounting.
• Recommendations for the financial reorganization of the Ministry of Agriculture, Natural Resources and Forestry, including improved accounting and management information systems.  The project subsequent implementation of those recommendations through design of forms and staff training.
• Review, design and implementation of management information and financial control procedures for the National Ports Authority, including training of staff in revised procedures and advice on computerization of financial systems.

Privatisation and Restructuring Assignments

Many emerging nations (and numerous developed countries) carry out the burden of historical investment by the public sector in commercial and semi-commercial activities. In the past decade there has been an increasing commitment to transfer these activities back into the private sector or, at a minimum, to introduce private sector operational practices into these public sector organizations.

We offer a comprehensive range of consultancy services in the allied fields of public enterprise restructuring and privatization.

• Privatisation of the national shipping line as part of a World Bank-funded privatization programme. The project included a comprehensive study, recommendations on privatization strategy, asset and future earnings valuations, preparation of an information memorandum, investor identification, and assistance in negotiating sale.
• The Preparation of a privatization strategy for the National Insurance Corporation, including recommendations for divestment strategy, reorganization of the company, preparation of a prospectus and valuation of shares.  We also reviewed the monitoring and supervision of the insurance industry and provided recommendations for a more efficient and effective monitoring system.
• Development of recommendation for the implementation, operation and administration of employee share ownership schemes, to be applied as an integral part of the ongoing State Enterprise divestiture process.
• Review of the privatization potential of the National Insurance Corporation and recommendation to the Government of the optimum divestiture strategy.  The study included market, operational and technical reviews, and assessment of achievable resale value.
